In Canada, asbestos is regulated by provincial Occupational Health and Safety Acts and associated regulations or codes. Common to all provinces is the need to identify the presence of asbestos containing materials (ACM), and ensure that the appropriate work procedures are followed during the removal of asbestos. Alternatively, ACM should be managed through the instatement of an Asbestos Management Program (AMP).
As an example, Ontario Regulation (O. Reg.) 278/05, Designated Substance – Asbestos on Construction Projects and in Buildings and Repair Operations O. Reg. 278/05 specifies that any owner of a building where known or suspect ACM is present must prepare and keep on the premises a record containing the location, type and extent of all ACM. The owner must give a copy of this record to any occupier, contractor, or worker in the building, and also establish training and instruction on the hazards of asbestos, use of protective equipment and clothing, and measures and procedures prescribed by the Regulation.
